近日，國家紡織產業節能減排技術支撐聯盟第一屆聯盟理事會在河南許昌召開。此次理事會的主題是“整合技術資源，推動行業節能減排”。中國紡織工業聯合會環資委主任楊東輝在講話中指出，實現紡織行業可持續發展是《建設紡織強國綱要(2011~2020)》四大目標之一，而節能減排和資源綜合利用又是實現可持續發展的必然途徑。

作為纖維加工和消耗的大國，我國紡織行業工業始終保持10%～20%的增長，并且目前我國紡織行業年工業總產值已經達到近7萬億元人民幣，紡織加工總量已經超過4000萬噸，占全球的50%以上。然而，國外紡織材料的循環利用已經達到17%左右，我國基本上還沒有形成體系化的紡織材料循環模式。

記者了解到，目前紡織工業逐漸把加快科技進步作為推進產業結構調整和升級的重要支撐，一系列節能減排新技術取得研發突破，并在行業中推廣應用，取得明顯成效。中國工業與清潔生產協會相關負責人對中國經濟導報記者表示，紡織工業在淘汰落后產能、節水工作、污染物減排及治理、資源循環利用等方面取得明顯進展。此外，節能減排和資源循環利用新技術得到廣泛應用，綠色環保裝備研發和制造能力的提高為紡織工業實現節能降耗也創建了良好的基礎條件。

“節能減排對于紡織工業來說，是轉型升級的必由之路，也是這個產業必須承擔的社會責任。”中國紡織工業聯合會環境與資源委員會副主任孫淮濱在接受中國經濟導報記者采訪時表示，“十一五”以來，指標取得一定的進步，萬元增加值能耗在“十一五”期間下降50%，二氧化硫排放量在“十一五”期間年均下降3.1%，氮氧化物排放量年均下降3.4%，煙塵排放量年均下降0.7%，固廢綜合利用率達到94%以上，COD(化學需氧量)、氨氮去除量大幅增長。“雖然行業的節能減排取得一定的成績，存在的問題也不能忽略，COD、氨氮的去除量雖然增加，但是排放總量并沒有減少，在全國制造業中排名依然靠前。”

業內人士指出，盡管2013年紡織行業面臨著眾多的不確定因素，縱觀整個行業，紡織行業經濟運行具備繼續保持平穩增長、增速逐步提升的內外條件。尚普咨詢輕工行業分析師指出，當前整個紡織行業面臨環保壓力，政府面臨指標壓力，企業面臨資金、技術、成本壓力，行業需要加快推動這項工作落到實處。“印染行業發展若受環保制約將影響整個紡織行業，因此我們不要有任何僥幸心理，必須全面推進節能減排工作。”

記者了解到，“十二五”期間紡織行業節能減排的目標為：單位工作增加值能源消耗比2010年降低20%，工業二氧化碳排放強度比2010年降低20%，單位工業增加值用水量比2010年降低30%，主要污染物排放比2010年下降10%。初步建立紡織纖維循環再利用體系，再利用紡織纖維總量達到800萬噸左右。
